The Scottish Fingerprint Service (SFS) was created. Fingerprint services in Scotland moved from being controlled locally by each of the eight Scottish Police forces to include four bureaux of the SFS which operate from Aberdeen, Dundee, Edinburgh and Glasgow.

SCRO gave the green light for the PALM1 project at the end of 2001 with the announcement that the Scottish Fingerprint Service was to replace the existing automated fingerprint services for Scotland. The project officially came into being in August 2002 to begin the procurement process.

The Palm1 Project ran in parallel to the IDENT1 Project, which was established by the Police Information Technology Organisation (PITO) in November 2001. IDENT1 was set up to replace the National Automated Fingerprint Identification System (NAFIS) , which currently serves the Police Forces of England and Wales.
